(1) Financial Aid to Private Universities, etc.


The Government is providing school corporations, through the Japan Private School Promotion Foundation, with subsidies for their current expenditures for educational and research activities at private colleges and universities. The amount of the subsidies for fiscal 1992 was 260,150 million yen, representing an increase of 4,200 million yen over the previous fiscal year. Among the subsidies, "special subsidies" are intended to promote the expansion of postgraduate education and other characteristic programs which have a high demand in society. The Ministry is making efforts to annually increase the amount of special subsidies. In 1992, from the standpoint of increasing the sophistication of higher education, the Ministry created "Funding for the promotion of urgent advancement of research" as a new type of "special subsidy." In the case of allocation of subsidies, successive improvements are conducted in the allocation method from the viewpoint o maximizing the efficient use of subsidies so that it may lead private colleges and universities to improve their educational and research conditions on their own. In addition, with the aim of promoting scientific research and information processing related education at private colleges and universities, the Government subsidizes the purchase of large-sized equipment and facilities for educational and research activities as well as information processing facilities. The total amount of subsidies in this regard for fiscal 1992 totaled 10,800 million yen.

As a result of this substantial financial assistance to private colleges and universities, significant improvements in educational and research environments have been attained.
