3 Enrichment of Moral Education


Rapid and drastic societal changes are affecting our children and thus it has become a nationwide task to develop citizens with well-rounded personalities who can adequately cope with societal change. It has been pointed out that along with the increase in nuclear families and families having only one or two children, that the children of today are lacking in basic manners and social skills, and that they have not adequately developed a sound moral basis which would help prevent bullying and other problem behaviors.

In the revised Course of Study, drastic improvements were attempted in the content of moral education. These improvements include: 1)restructuring the content of moral instruction and concentrating on the essentials; 2)enriching instruction on how one should behave and live one's life; 3)enriching moral education activities throughout the range of school activities; and 4)strengthening links with the family and community. These reforms were put into practice as of 1990.

Further, with a view towards providing a sound basis for promoting moral education, the Ministry has implemented a variety of measures, including designating several pilot schools with programs for strengthening moral education. As an effort to further strengthen and enrich moral education and in order to contribute to future moral education, the Ministry has continued to conduct the above mentioned programs since 1992 as well as to carry out investigative studies on how Moral Education is being conducted based on the revised Courses of Study.
