(3) Implementation of the Central Council's Recommendations


During the 14th session of the Central Council for Education which convened in April 1989, two reports were submitted by the Council to the Minister of Education, Science and Culture entitled respectively, "The Development of an infrastructure for Lifelong Learning," (January 1990) and "Reforms of Various Educational Systems for Relevance in a New Age," (April 1991).

Moreover, in April 1991 the Ministry established a Headquarters for he Implementation of Educational Policies and Measures as a means of enacting various proposals presented in the Council's reports. For example, the Ministry sent circulars regarding the Council's educational reform proposals to relevant institutions, and organized a committee on the implementation of reforms in upper secondary education. This committee recommended the establishment of new comprehensive courses (June 1992) and the development of ways and means for selecting students for upper secondary schools in accordance with the various type of courses (August 1992) Furthermore, in regard to special educational measures for gifted students, in October 1991, a consultative committee was established for the purpose of developing special educational measures for gifted students. This committee is actively continuing its work.
