11. A National Plan for Co-ordination of Higher Educational Improvements


National financial aid is indispensable to better establishment and governance of institutions of higher education in the future. Therefore, in order to utilize its resources to the fullest, the government must develop a long-range plan for the size of higher education as a whole, classifying the types of higher education in relation to the various purposes and characteristics of institutions, proportioning the enrolments in each specialized field and ensuring a fair, regional distribution of institutions. It is, therefore, necessary to develop such a plan now for the nation as a whole, to establish a new public framework responsible for its realization, and to reform and enrich higher education in general.
