3 Educational Reform in Japan
(3) The Basic Guidelines for the Reform of Higher Education
9. The Direction to be taken for the Reform of Establishment Procedures for National and Public Universities


Among institutions of higher education, national and public universities in particular are, within the present system, considered to have the character of administrative governmental agencies in the broad sense and at the same time need special arrangements for their governance. They, therefore, are in a position where it is easy to have conflicts with the controlling authorities of the national or local government that has established the institution. Furthermore because of the way in which they were founded, such universities have a tendency to rely on institutional stability and to noose their sense or autonomy and responsibility for university governance. Therefore the following two ways of reform can be envisaged to clarify their relationship with the founders and to allow them to govern themselves with real autonomy and responsibility. In doing so it is hoped that each university will be reformed in accordance with the university's purpose and character.

(l) The present form of establishment should be abandoned and universities should be incorporated in a new form allowing them to manage themselves autonomously with a certain amount of public funds and yet with some responsible public character.

(2) The universities must improve their administration, establish responsible management and clarify their relationship with their founders.
