6. Institutions of Category V (Provisionally to be Called "Research Centers")
The "Research Center" is a teaching and administrative organization
giving research training to those wanting to engage in advanced academic research
programs leading to a doctor's degree. As a rule, it will have a faculty with
some full-time teachers of its own. Therefore, if it is to be established in
affiliation with other institutions, institutions of Category IV (graduate schools)
or research institutes where an appropriate research and training organization
now exists should be chosen. Of those admitted to engage in research, those chosen
as assistants for the teaching and research activities of the center or other
institutions should be given appropriate remuneration. In relation to the establishment
of these research centers, it will be necessary to examine the research institutes
now attached to institutions of higher education, research institutes designed
to be used jointly and other academic research institutes.
