8. Improvement of the Structure of Management within Schools and the Administrative Structure of Education


In order to establish a structure within which each school can perform integrated activities in the pursuit of its public education objectives and can hold itself responsible to the people, appropriate measures for reforms should be considered with emphasis an the following:

(1) Establishing an administrative organization within schools in which the duties of school activities are properly divided, thus ensuring a lively and well-organized school program in every school under the guidance and responsibility of the school principal.

(2) Taking steps to create a system of unified local administration in charge of public and private schools.

(3) Devising means for hearing public criticism and demands concerning government activities in education and to reflect these directly in improved administrative policies.
