3 Educational Reform in Japan
(2) The Basic Guidelines for the Reform of Elementary and Secondary Education
l. Developing a School System Adapted to the Different Stages of Human Growth


In order to study measures for resolving the problems pointed out in the current school system and to implement gradual educational reform, experimental pilot projects must first be carried out with the following aims.

(1) To improve the effectiveness of education throughout childhood by giving children from 4 -5 years old through the lower grades of elementary school a consistent education in one institution.

(2) To create a consistent secondary education in order to solve the problems caused by the current division into lower and upper schools, and with educational guidance, to provide effective diversified education to meet various aptitudes and interests of the students, according to their ability.

(3) To increase the effectiveness of education at each school level by changing the divisions between elementary and lower secondary schools, and lower and upper secondary schools.

(4) To extend to other types of educational establishments the idea of the educational program offered at present in the technical colleges, i.e. a consistent set of courses covering both secondary education and the first stage of higher education.
