b. Salary Standard of Teachers


The actual amount of teachers' salaries for private school teachers aged 25 to39 years of age are lower at each school level (excluding universities) than those of local public school teachers. Furthermore, in the age group from 50 to 59 the salaries for national and local public school teachers are higher at all school levels than those of private school teachers and the difference in the salaries of teachers in public schools and those in private schools becomes even greater with age. In all age groups the salaries for private kindergarten teachers are conspicuously Low.

In comparison with teachers' salaries in other major countries, the average Japanese teachers' salaries at each school level in proportion to National Income per capita is almost the same as in other developed countries, though the actual amounts of salaries are far lower in Japan.

From the viewpoint of ensuring the most able personnel to perform the important duties in education in future, it is necessary to examine deliberately the whole system of teachers' salaries including starting salaries, the salary standards at each school level etc
