   Reference Higher Education Reform Q&A?
   Question9

Will private university tuition fees not be lowered?

Answer

School management at private universities is carried out independently, based on the spirit on which each school was built. In return, the funds necessary for management are mostly obtained through self-help efforts.

As a result, the average tuition fees of private universities are higher than that of national universities. In FY2003, private university tuition fees were about 1.6 times more expensive. Therefore, in order to lighten the financial burden on students, MEXT is working to enhance government subsidies for private schools and asking private universities to keep tuition fees down through increased management efforts.

MEXT is also working to enhance scholarships to ensure that academic work is not abandoned for financial reasons
