   Reference Higher Education Reform Q&A?
Question1-3

What will happen to the entrance examination schedule under the incorporation of national universities? Will it no longer be an integrated schedule, and will each university and faculty carry them out separately?

Answer

The current entrance examination process of national universities has separating and dividing patterns from the standpoint of offering students multiple opportunities to take entrance examinations. Under this system, each university divides its faculty entrance quotas into one for the first phase and one for the second phase of the examinations. The first phase of the examination is implemented uniformly, with results being announced and entrance procedures being carried out. Then, the second phase of the examination is implemented, with results being announced and entrance procedures being carried out. As for the entrant selection after the incorporation of national universities, the Japan Association of National Universities has indicated its policy of maintaining separating and dividing patterns currently in operation until FY2006.

Each university's entrance examination method is determined based on its own admission policy (entrant selection policy). However, it is thought that consideration of the entrance examination system framework for national universities as whole will continue to be advanced among national universities. MEXT believes that it is necessary to have an entrance examination system that amply meets the expectations of the people, based on the national university's role of securing equal opportunity for the people to take entrance examinations.
