Higher education in the ROK expanded rapidly through the 1980s and 1990s, supported by an intensive fervor for education among citizens accompanying the country's economic growth and progressing democratization. Student enrollment at universities as well as professional schools increased 1.9 fold and 3.0 fold, respectively, during the 16 years leading up to 2001. In 2001, the percentage of students continuing to higher education (not including The University of the Air or correspondence universities) expanded to approximately 80 percent, an extremely high percentage.
Educational opportunities for adults also expanded, and The University of the Air and correspondence universities were established in 1972. Open universities, evening universities for working people (currently industrial universities), were established in 1982. As of 2002, The University of the Air and correspondence universities have 370,000 students and open universities have 190,000 students. In addition, in recent years, cyber universities (also known as digital universities), which utilize the Internet, have begun being established, and as of 2002, there are 15 cyber universities that offer undergraduate and professional school level courses.
