3   Implementation of Self-Monitoring and Self-Evaluation, External Verifications


To improve and revitalize the level of education and research at universities, and fulfill the social responsibilities of universities, it is fundamental that universities must, in light of their own education and research philosophies and targets, carry out ongoing self-monitoring and self-assessment of the state of their educational and research activities, and make efforts to improve their areas of responsibility. For these reasons, under the 1991 amendments to the Standards for the Establishment of Universities, efforts at self-monitoring and self-evaluation were made compulsory. In addition, in 1999, the implementation of self-monitoring and self-evaluation as well as the public disclose of those results were made compulsory, and efforts to have the evaluation results verified by an external party were made compulsory.

As of FY2001, about 90 percent of all universities were implementing self-monitoring and self-evaluation activities. As a result, these measures are progressing steadily ( Figure 1-1-21 ).
