Academic Frontiers Student Exchange Promotion Program Scholarship

In 2002-2003

1. Purposes

To support exchange students in accordance with the student exchange plans of the graduate students of Japanese universities and foreign students who participate in joint research between Japanese universities and foreign universities/research institutes, aiming to foster the future’s foremost researchers to lead the world on the academic frontier of education and research which the society greatly needs and the government needs to specially promote.

2. Definitions

(1)	In this document, “student exchange plan” refers to a plan for the exchange of graduate students of Japanese universities and foreign students who participate in joint research between Japanese universities and foreign universities/research institutes.
(2)	In this document, “exchange student(s)” refers to graduate students of Japanese universities who are dispatched from Japanese universities to foreign universities/research institutes and foreign students from foreign universities/research institutes who are accepted by Japanese universities, in accordance with the student exchange plans.

3. Frontiers to be Supported

The following 10 frontiers are to be supported.


			1. Life Sciences 2. Information Technology 3. Nanotechnology and Materials 4. Environmental Science and Technology 5. Energy　6. Social Infrastructure 7. Manufacturing Engineering・Robotics 8. Frontier Sciences (Space, Ocean Science and other Frontier Sciences not specified by from 1. to 7.) 9. Economics and Business Administration 10. Law and Public Policy

4. Number of Those Who Will Be Supported

Outbound (Study in foreign countries): 50
Inbound (Study in Japan): 50

5. Supporting Period

Student exchange plans for three months or more, which are carried out during the period from June 2002 to March 2003.

6. Treatment

(1) Exchange students shall be provided with the Student Exchange Scholarship, which provides \100,000 per month during the supporting period.

(2) In principle, exchange students shall be supplied with an economy class round-trip air ticket between the international airport that is nearest to the university in which they are enrolled and the international airport that is nearest to the accepting university.

7. Requirements for Student Exchange Plans

(1)	Student exchange plans shall be based on joint research, which is conducted by a research laboratory or higher-level organization.
(2)	In principle, a student exchange plan shall be a two-way plan including dispatch and acceptance.

(Note)

“Higher-level organization”in (1) includes student exchange plans based on joint research in collaboration with another research laboratory or in collaboration with a research laboratory focusing on another research course.

8. Qualification for Exchange Students

(1)	A person who is enrolled in a graduate school, or a foreign student who engages in research after graduating from university(As of April 1, 2002)
(2)	A person who has sufficient language ability to conduct research in an academic field of his/her specialty at the university/research institute where he/she plans to study
(3)	A person who will continue to engage in research in an academic field relevant to the joint research in which they have participated, after returning to his/her home university/research institute
(4)	A person who has absolutely no infectious diseases (In view of the expected psychological burden that results from cultural and environmental changes, mental as well as physical health is an essential prerequisite)
(5)	For an exchange student to be accepted to Japan, a person who can acquire the status of residence as a “college student” as defined in Annexed Table I of the Immigration Control and Refugee Recognition Act in Japan

9. Application Procedure

The application shall be filed through a Japanese university.

10. Selection

(1)	The Selection Committee of the Academic Frontiers Student Exchange Promotion Program Scholarship set by the Minister of Education, Culture, Sports, Science and Technology (MEXT) shall make the selection on the student exchange plans for which an application has been filed by a Japanese university.
(2)	The Minister for MEXT shall determine the student exchange plans.

11. Matters to be Noted and Other

(1)

The provision of the Student Exchange Scholarship and the supply of the economy class round-trip air ticket shall be conducted through the Japanese universities.

(2)

A person who has been selected as an exchange student shall submit a written pledge on a given form.

(3)

Where an exchange student falls into any of the following circumstances, the provision of the Student Exchange Scholarship shall be discontinued.

	Where an exchange student has come to not satisfy the requirements cited in 　　8(3) and (4)
	Where a false description has been found in application documents
	Where an act contrary to a written pledge has been recognized
	Where the completion of research has been considered unpromising
	Where an exchange student has conducted an improper act
	Where it has been considered that it has become difficult to carry out research due to reasons other than the above

(4)

The university president shall submit a report on the student exchange plan within one month from when the student exchange plan has been completed.

(5)

Where it is recognized to be difficult to safely study abroad due to the condition of an accepting country, a student exchange plan may be postponed or called off.

12. Organization Carrying Out This Program

Student Exchange Division, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology (MEXT), JAPAN

(Note)

The Student Exchange Division of the MEXT will not respond to inquiries on this program that come foreign universities/research institutes. Foreign universities/research institutes that need more detailed information on this program should make inquiries directly to the Japanese university with which they would like to engage in this program.
