Background of establishment

Background

(1) Establishment of the Basic Act on Sport(2011)

The Japan Sports Agency (hereinafter “JSA”) aims to realize through sport, a society where people are healthy in body and mind, and lead a cultural lifestyle throughout their lives. The JSA also aims to:
-Ensure all citizens with opportunities to play sport;
-Realize a healthy and longevity society;
-Promote regional and economic revitalization through sport.

(2) Towards hosting the 2020 Tokyo Olympics and Paralympic Games

Promoting collaboration among relevant government agencies
-Carrying out Japan’s international commitment to promote international contributions through sport;
-Promoting the spirit of Olympism nationwide
-Improving Japan’s international competitiveness through hosting the Games;
-Integrally promoting sports for people with and without disabilities.

Supplementary provisions to the Basic Act on Sport related to establishment of the JSA

(Reviewing the modality of administrative organizations to comprehensively promote measures concerning sport)
Article 2:
The government will draft and implement necessary measures to comprehensively promote measures related to sport in accordance with the government’s basic policy of administrative reform. The government will examine the modality of administrative organizations related to sport including establishment of the JSA and relevant consultative bodies.

(1) Purpose of establishment
The JSA aims to enhance coordination among ministries (the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Health, Labor and Welfare, and the Ministry of Foreign Affairs) to prevent bureaucratic overlapping, improve efficiency and create new synergistic effects.
(2) Form of establishment
The JSA will be established as an external bureau to the Ministry of Education, Culture, Sports, Science and Technology (hereinafter “MEXT”) which has been in charge of administering core sports policies including physical education in school and lifelong sports.
(3) Scope of administration / collaboration with other agencies
The JSA will serve as a navigator of sports policies among relevant ministries.

January 2015

The government has allocated the necessary expenses including personnel and facility expenses in the FY2015 budget to launch the Japan Sports Agency in October 2015.

May 2015

The legislative bill on partial reform on the establishment of the Ministry of Education, Culture, Sports, Science and Technology has been unanimously approved and enforced on October 1, 2015.
