I would like to express my sincere condolences to those who lost their families to the Great East Japan earthquake, and to those who are still living under severe circumstances since the March 11th disaster.
April 2nd marks the fifth year since the first observance of World Autism Awareness Day. In Japan, the week of April 2nd -8th has been designated to raise national awareness on developmental disabilities. Many events are being held nationwide to draw attention on spreading the correct knowledge on developmental disabilities including autism.
In order to meet the educational needs and provide the appropriate assistance to every each child with a developmental disability currently attending kindergarten, elementary, junior high and senior high school, MEXT and other related organizations are collaborating to create system of special needs education. According to the August 2011 bill of revision of the Basic Act for Disabled Persons, along with the former clause which stipulates the promotion of research and equipping schools with the necessary resources, revisions to the education clause request schools to secure personnel and improve teachers’ instruction abilities, as well as provide schools with the appropriate educational materials and resources. MEXT will work towards supporting schools implement these new revisions.
On World Autism Awareness Day, I hope that all educators reconfirm their devotion towards educating each and every student with a developmental disability so that students can realize their full potential. In addition, I sincerely hope that educators support these students while always being attentive to their parent’s feelings. MEXT will take firm action to help all students lead active and fulfilling school lives.
