After graduating from Nagasaki Higashi High School, the Senior Vice Minister returned to Goto to work in the family business of a sawmill, later founding Tanigawa Construction Inc.
First elected to the Nagasaki Prefectural Assembly in April 1987 and was appointed Chairman of the Nagasaki Prefectural Assembly in April 2003. Following the retirement of his predecessor, the Diet member Kazuo Torashima in November 2003, the Senior Vice Minister stood as a candidate in the House of Representatives election and was elected for the first time.
After serving as Deputy Secretary-General of the Liberal Democratic Party, Parliamentary Secretary for Agriculture, Forestry and Fisheries, Deputy Chairman of the LDP Policy Research Council (in charge of Education, Culture, Sports, Science and Technology), and Chairman of the Special Committee on Isolated Islands Promotion, the Senior Vice Minister was appointed to his current position.
