2 Basic Policies for the "New Education"

The first concern of the Ministry of Education following the surrender was to dismantle the wartime mobilization structure and return the nation's educational system to a normal state as quickly as possible. In the last stage of the war, students of middle and higher level schools had been mobilized for work or training directly related to the war effort. The majority of the pupils in the urban National Schools (Kokumin Gakko) had either been evacuated to schools in nearby prefectures as protection against air raids or sent to the homes of rural relatives. Immediately following the surrender, on August 16 the Ministry of Education declared an end to the mobilization of students; and on August 28 a notice (tsucho) was issued that teaching should resume by mid-September at the latest; and further, on September 26 another notice was issued that all evacuated pupils should return immediately.
