a. The Policy of Education Minister Inoue Kowashi with respect to Industrial Education

Toward the Sino-Japanese War, our country's industry began to show a rapid development. Enterprise became progressively modernized during the period, and this development naturally produced new demands and expectations with respect to education. Education Minister lnoue Kowashi was one who appreciated these changes and devoted special energy for vocational education.

Inoue assumed his office in March, 1893, and in June of that year, he proposed an immediate renovation of education to the Cabinet. This proposal, which became the core of the educational renovation to follow, was made up of seven sections. In the second section concerned with industrial education, Inoue stated that "The necessity of industrial arts education was first recognized in France, and after the founding of facilities there, this was imitated by the various continental countries. 1 feel that when the educators in our country turned to this essential task, they were completely confused." Inoue then went on to outline many specific reforms.
