3.4.1 Developing Leading Activities for International Cooperation
3.4.1.3 Cooperation with Nations in Europeand North America


  Cooperative activities between Japan and nations in Europe and North America are primarily con-ducted on the basis of bilateral science and technology agreements and others.

  Cooperation is actively being carried out in order to resolve common issues among advanced countries such as natural resources development,energy development,nuclear energy,space development,ocean development,biotechnology,and environ-mental protection.

3.4.1.3.1Cooperation with United States

  The areas that should receive focused cooperation in the future,including the global environment,life sciences,and nanotechnology,were considered at the Tenth Joint Working Level Committee Meeting held in July2002in Tokyo based on the Agreement between the Government of Japan and the Government of the United States of America on Cooperation in Research and Development in Science and Technology.

  In addition,in cooperation with the National Science Foundation(NSF),Japan conducts an invitation program for young pre-and post-doctoral researchers from the United States.The researchers are provided with research opportunities at Japanese national universities or national research institutes for approximately two months from June to August.Sixty-four researchers were accepted in FY2002.

  Cooperation in fields such as fusion reactor and high-energy physics is implemented under the Japan-U.S.Energy R&D Agreement.In addition,cooperative activities have continued for over30years under the"U.S.-Japan Cooperative Program in Natural Resources"(UJNR),which was established in1964and have covered cooperative activities in18fields under the special subcommittees.

3.4.1.3.2Cooperation with Europe

  In relations with Germany,the eighteenth meeting of the Japan-Germany Joint Committee on Science and Technology Cooperation was held in October2002based on the Agreement between the Government of Japan and the Government of the Federal Republic of Germany on Cooperation in the Field of Science and Technology signed in1974.In the committee,each country introduced its own policy and exchanged opinions on bilateral co-operation,and researcher/student exchanges.In

  relations with Italy,the seventh meeting of the Japan-Italy Joint Committee on Science and Technology Cooperation was held in October2002based on the Agreement between the Government of Japan and the Government of Italy on Co-operation in Science and Technology signed in1988.The Italian delegation proposed programs to support researcher exchanges and launches of cooperative activities,and it was signed following negotiations by both countries.In addition,the committee exchanged opinions on each country's industry-academia collaboration,policy introduction,and cooperation in the agricultural science and technology field.

  In relations with France,the fifth meeting of the Japan-France Cooperation Joint Advisory Commit-tee on Science and Technology was held in December2002based on the Agreement of the Government of Japan and the Government of France on Cooperation in Science and Technology signed in1991.The experts from both countries discussed topics including multilingual processing and language recognition,space,energy,agriculture,young researchers participation,and the life sciences.Opinions on current science and technology cooperation between Japan and France and the direction of future cooperation were exchanged.

  At a meeting held in Europe in January2002,Atsuko Toyama,the Minister of Education,Culture,Sports,Science and Technology,and Philippe Busquin,the European Commissioner for research agreed to go ahead with preparations for signing an agreement on science and technology cooperation between Japan and the European Community,negotiations are currently underway.Furthermore,in2001Japan and Norway agreed to start negotiations toward signing an agreement on science and technology cooperation.

  Elsewhere,there are joint committees on science and technology with the United Kingdom,the Netherlands,Finland,and Sweden based on science and technology cooperation agreements.In relations with Switzerland,the two countries regularly have a Science and Technology Roundtable to ex-change on current science and technology co-operation.
