3.3.6.2 Expansion of Research Assistants


  Expansion of the research assistant system,which allows researchers to concentrate solely on research and development activities,is an essential element for the invigoration of research and development activity.The trend in the number of support personnel per researcher since the adoption of the First Science and Technology Basic Plan is shown in Table3-3-28 .

  For this reason,the Japan Science and Technology Corporation(JST)is implementing a pro-gram of cooperative personnel for priority research activities at independent administrative research institutes.This program allocates individuals possessing advanced knowledge and skills to support research activities in accordance with the research content and researcher needs of independent administrative research institutes,thereby contributing to the development of the research assistant system and to the efficient and effective implementation of basic research and development.The independent administrative re-search institutes eligible under this program in FY2002 are shown in Table3-3-29 .

  It is recognized at national universities and inter-university research institutes that,in order to create high-quality intellectual assets as well as to promote new research and development activities,it is indispensable not only to foster and secure creative researchers who support cutting-edge research but also to strengthen research assistance systems.Based on this recognition,two programs have been implemented for research projects and other activities carried out at national universities and inter-university research institutes:(1)a research assistant(RA)program which is designed to employ graduate-school students engaged in the latter part of the study as research assistants in order to develop their research skills and thereby to enhance the overall research system;and(2)a research assistant promotion program which is designed to secure outside personnel with special skills,etc.,for effective implementation of research projects and other activities.
