2.4 Efforts to Develop New Science and Technology Indicators
2.4.1 Efforts by the OECD


  In June2000,the OECD Working Party of National Experts on Science and Technology Indicators(NESTI)began reviews to make revisions to the Frascati Manual,a proposed inter-national standard for the data collection and survey of research and experimental development activities.A revision proposal was produced in September2002after two years of review.It was approved in October2002by the Committee for Scientific and Technological Policy(CSTP),and the revised edition was published in December2002.The NESTI has now begun to revise the Oslo Manual,an innovation survey manual.

  Additionally,securing human resources in science and technology has become a major policy issue in OECD member countries in recent years.They are concerned about the preparation of indicators relating to human resources in science and technology,about which two workshops were held,one in June2002and one in March2003.
