2. Issues of Evaluation System


Concerning the matter to be improved in the evaluation system, many researchers are pointing out the need of clarifying evaluation criteria and establishing the standards of evaluation corresponding to the nature and the degree of difficulty of researches ( Fig. 17 ).

Securing the fairness and transparency in executing evaluation requires the evaluation indicators of high objectivity and the positive utilization of external evaluation. Also, evaluation that values quality as well as freshness and innovativeness from global perspective is another issue of importance.

The Second-term Science and Technology Basic Plan, in quest of realizing competitive R&D environment and the effective and efficient allocation of resources, is going to move on reform by focusing on themes of "Securing Fairness and Transparency", "Reflecting Evaluation Results in the Allocation of Resources", and "Securing Resources Necessary for Evaluation and Developing Evaluation Systems". The fundamental guidelines will be revised in the future along these lines.
