Chapter 8 Measures for Cultural Promotion
Section 1: Advancement of Creative Artistic Activities
6. Resale Price Maintenance System for Copyrighted Works

In 1953, the Anti-Monopoly Act authorized the resale price maintenance system for copyrighted works such as newspapers, books and magazines, records, music tapes and music CDs.

Under the resale price maintenance system, newspaper companies, publishers and record companies indicate the resale price to wholesalers. This system enables newspaper agents, bookstores and record shops to sell the copyrighted works at fixed prices.

The Agency for Cultural Affairs believes that the easy and instant availability of various copyrighted works in response to the diversification and sophistication of the Japanese people's needs, which will play a significant role in the promotion and dissemination of literature and music culture, is extremely important in terms of Japan's cultural policies.
