2. Efforts So Far


Since the National Council on Educational Reform released its recommendations on the transition to a lifelong learning system (1984-87), the Ministry of Education, Science, Sports and Culture has implemented a variety of measures as part of its efforts to create a lifelong learning society. The concept of learning in the context of lifelong learning encompasses not only structured learning through school and social education but also learning through involvement in such areas as sports, cultural activities, hobbies, recreation, and volunteer activities.

The steps needed to create a lifelong learning society are many and varied and have involved not only MESSC but also numerous other government as well as private-sector agencies and organizations. The following is an overview of the areas in which MESSC has been closely involved.
