(2) Establishment and Development of Private Institutions of Higher Education


In July 1992 it became possible to establish private institutions of higher education under the Russian Federation Law on Education. This change is expected to revitalize all institutions of higher education, including national and local public universities, by giving students a wider selection of universities and encouraging universities to compete for students. By the end of 1994 approximately 200 private institutions of higher education had been established, and a legal framework is now being created to ensure that the quality of private institutions of higher education is maintained and improved.
