4. Germany


Institutions of higher education in Germany are categorized into universities, colleges, and Fachhochschulen. The federal and state governments are working to expand higher education in response to such factors as the growing demand for educational advancement and industry's increasing need for people with higher education. The impact of these efforts has been compounded by the extension of the duration of study, with the result that the number of people enrolled in institutions of higher education has doubled over the past 20 years.

This has led to serious deterioration of educational and research conditions. A number of reforms have been proposed with the aim of ensuring efficient education and research, and some are already being implemented. The unification of Germany has been followed by efforts to restructure education in the former territory of East Germany to match the system of the former territory of West Germany.
