(3) Self-help Efforts to Improve University Finances


Recession has caused a decline in the financial position of states, which are reaching the limit of their ability to bear the cost of higher education. For this reason state universities have come under pressure to raise funds through self-help efforts. This has led to the reduction of teaching staff, the scaling down of educational programs, and the expansion of income from profit-making activities.
