It was also decided to simplify and broaden school establishment standards with regard to items corresponding to the items in subsection (1) , "Improvement of University Education," for junior colleges and colleges of technology and to make graduates of these institutions eligible for the title "associate."

Formerly, course criteria in colleges of technology were applied only to subject areas in the fields of industry and maritime technology, but it was decided that colleges of technology should be able to establish courses in other subject areas and should be able to establish advanced courses in the same way as universities and junior colleges.

It was decided to confer the title "technical associate" on people who have completed courses at special training colleges that meet certain requirements. The Standards for the Establishment of Special Training Colleges were reviewed to improve various aspects of the system, including course hours, part-time study at other educational institutions, and teacher qualifications. In addition, a day/evening program system and a special register system were introduced.
