The Ministry of Education, Science and Culture has issued a variety of publications to provide those involved in social education with information about the planning and implementation of home education activities. These include three volumes titled Today's Home Education. The first volume deals with the preschool years, the second with the lower and middle years of elementary school, and the third with the final years of elementary school and the lower secondary school period. The Ministry is also publishing the New Series on Home Education as information resources for the general public, especially parents with young children. The first volume in the series, For Working Parents, was published in July 1994.

Another important activity in this area is the weekly television series Parents' Eyes, Children's Eyes, produced by the Commercial Broadcasters' Educational Association on commission by the Ministry of Education, Science and Culture. The theme in fiscal 1994 was the meaning of play for children. The program is being used as a teaching material for parent education and group learning.

In 1994 a number of activities were organized to commemorate the United Nations International Year of the Family, including Forums on Home Education focusing on the role of children in the family. In addition, International Comparative Research on Home Education was continued from the previous fiscal year. In fiscal 1994 surveys were conducted in Thailand, the United Kingdom, and the United States. At the prefectural level, commemorative symposiums and research and survey projects were implemented by 12 prefectures and cities, and all prefectures organized related programs focusing primarily on the promotion of home education.

The Ministry also provides subsidies to prefectural governments that implement the Program for Helping Parents Enrich Home Education Activities, including the provision of information, the establishment of advice systems, and the recruitment and training of leaders.
