Chapter 3. Enhancing Primary and Secondary Education

Part 1, chapter 1, described the efforts of those involved in primary and secondary education to develop an educational system based on respect for the individual, in order to find solutions to the problems confronting education and meet educational needs in an era of lifelong learning. Special emphasis was placed on the five-day school week (part 1, chapter 2), the reform of upper secondary education (part 1 chapter 3), and the improvement of career guidance (part 1 chapter 4).

The fundamental policy of promoting education based on respect for the individual is not limited to responses to the issues discussed in part 1. Under the same basic policy, determined efforts are being made to deal with key issues in primary and secondary education other than those discussed in part 1. This chapter examines such issues and the steps that are being taken to deal with them.
