A January 1990 report of the Central Council for Education titled "The Development of Infrastructure for Lifelong Learning" advocated the establishment of lifelong learning promotion centers as core facilities for regional lifelong learning through such measures as

(1) the provision of learning information and advice,
(2) the monitoring of demand for learning and the development of learning programs,
(3) coordination and cooperation with relevant organizations,
(4) the training of instructors and other personnel,
(5) the evaluation of learning achievements, and
(6) lectures and other activities.

Prefectural governments have responded to these recommendations by establishing lifelong learning promotion centers. As of October 1993 there were 22 such centers.
