2. Lifelong Learning Councils



(1) The Central Government's Lifelong Learning Council

The Lifelong Learning Council was established within the Ministry of Education, Science and Culture under the provisions of the Lifelong Learning Promotion Law. In July 1992 it submitted a report to the Minister of Education, Science and Culture titled "Measures to Promote Lifelong Learning in Response to Social Trends." The report defines the concept underlying efforts to build a lifelong learning society. It also identifies the following four areas as aspects requiring priority efforts:

(1) promotion of recurrent education,
(2) support for and promotion of volunteer activities,
(3) expansion of out-of-school activities for children and young people, and
(4) expansion of opportunities for learning about contemporary issues.

The report also calls on the public, including families, schools, and companies, to recognize the meaning and the importance of lifelong learning and provide understanding and cooperation.


(2) Prefectural Lifelong Learning Councils

Prefectural governments have also been establishing lifelong learning councils in accordance with the provisions of the Lifelong Learning Promotion Law. As of October 1993 a total of 26 prefectures had established lifelong learning councils.
