The regional environment of education is changing dramatically as a result of factors that include an aging society, the transition to a lifelong learning society, and the introduction of the five-day school week. The provision of support to enable teachers and other personnel to design life plans that will enable them to live fulfilling lives during their careers and after retirement is vital not only in terms of improving the job motivation of teachers and other personnel but also from the viewpoint of using their knowledge and experience to enhance the educational function of communities and revitalize schools.

The Ministry of Education, Science and Culture is therefore encouraging national school principals and prefectural boards of education and other organizations to provide support for life planning by teachers and other personnel. It is also working to make improvements in this area through the provision of training, the implementation of specialized research on comprehensive support measures, and the promotion of programs in cooperation with relevant organizations.
