Foreword

Education, science, culture, and sports have important roles to play in creating an environment in which every individual can enjoy an enriching life and in which Japan can develop as a creative, dynamic, and highly cultured nation and contribute to the international community. The Ministry of Education, Science and Culture is working to fulfill its mandate as the ministry responsible for educational administration through the implementation of a variety of measures.

Japanese Government Policies in Education, Science and Culture is published each year to inform the public about all aspects of educational administration over the past year. Part 1 of the 1994 edition, a special feature titled "New Directions in School Education," focuses on the five-day school week, the reform of upper secondary education, and the improvement of career guidance, all of which are issues of special importance in the context of policies relating to primary and secondary education. Primary and secondary education in Japan has reached a high standard both quantitatively and qualitatively. Yet there is also concern about various problems, including excessive competition in entrance examinations, bullying, and refusal to attend school. The purpose of this year's special feature is to explain the reforms that are being implemented in the area of primary and secondary education to overcome these problems and cope with social change appropriately. Part 2 examines key aspects of the policies that are currently being implemented by the Ministry of Education, Science and Culture in individual categories. I hope that this report will help the public to understand better the present state of policy concerning education, science, culture, and sports.
