Chapter 4 Culture Connects the World
4 Collaboration for the Promotion of International Cultural Exchange

In its endeavors for international cultural exchange and cooperation, it is important that the Agency for Cultural Affairs promote its policies in collaboration with other central governmental ministries and agencies and with other related organizations.

The Ministry of Foreign Affairs contributes to the promotion of mutual understanding and friendship with other countries through such activities as concluding cultural agreements and conducting their resulting cultural exchange; conducting cultural activities such as holding lecture seminars and showing movies at Japanese legations and other sites abroad; compilation and distribution of information materials about Japan; dispatching and inviting intellectuals; conducting voluntary cultural cooperation; and so on.

The Japan Foundation, a special corporation whose alms are to encourage other countries to have a deeper understanding of Japan and to promote international mutual understanding, friendship and good will, is engaged in dispatching and inviting personnel, providing assistance for Japanese studies, disseminating the Japanese language abroad, organizing and supporting events for international cultural exchange, and compiling and distributing materials to introduce Japanese culture abroad.

The Japan International Cooperation Agency, a special corporation, has carried out training programs in the area of cultural properties for foreign technical experts since 1992, as a part of a technical cooperation project.

The Asian Cultural Center for UNESCO, which operates with a subsidy from the Ministry of Education, Science and Culture and with the cooperation of the Asian Pacific countries, is conducting regional cooperation programs in three fields: culture, book development and literacy.

In the future, it will be necessary for the Agency for Cultural Affairs to keep in close liaison with these related ministries, agencies and organizations by mutually exchanging information, in order to further promote international cultural exchange and cooperation.
