In view of the continuing internationalization of Japanese society and of the increasingly important role that Japan occupies in the international community, in November 1990 the Ministry of Education, Science and Culture inaugurated a "Consultative Committee on Measures for the Promotion of Japanese Language Education" to investigate medium and long term promotional measures to be taken in the future for the Japanese language education of foreigners. In July 1993 the Committee compiled a report titled "On the Measures of Promotion of Japanese Language Education - For Internationalization of the Japanese Language", the major recommendations of which are as follows. Based on these recommendations, the Ministry plans to promote Japanese language education in consultation with associated organizations.
