Chapter 2. Towards the Enrichment and Spread of Culture
5 For Richer and More Beautiful Japanese Language
1. Language Continues to Change
(1) Defining national language policy

A country's national language constitutes the very base of its culture.

The national language plays vital role in a society's development advancement as well as in the creation and continuation of its culture. In order for people to attain complete mutual understanding and to raise the levels of efficiency in daily life and culture, there must be a rational standard for both the spoken and written languages.

As words and expressions are influenced by differing social conditions and linguistic consciousness, national languages undergo change with the passage of time. It is important that policies concerning the national language respond to these changes adequately.
