(3) Collaboration between boards of education and governor's/mayor's offices


As the promotion of local culture is a task that extends over many areas of the administration in a local society, it is a problem that needs to be dealt with by the local government as a whole. The areas of cultural policy that are being handled by the governor's or mayor's offices are expanding. In such a case, is necessary for the local boards of education and the governor's/ mayor's offices to collaborate in order to accelerate a systematic promotion of culture in their own respective regions. To facilitate collaboration, some prefectures establish an organ for liaison and coordination made up of staff 'members from both the board of education and the prefectural governor's office. a scheme that is in effect in some municipalities mainly in designated cities.

Local boards of education need to strengthen their effectiveness within the local government regarding planning and coordinating policy for cultural promotion. They also need to collaborate more fully with governor's/mayor's offices and to effectively and systematically promote cultural policies that concern education, science, culture and sports in the' entire community in a comprehensive manner.
