(2) Collaboration between the national and local governments


The Agency for Cultural Affairs holds conferences for officials in charge of various cultural fields. It also endeavors to build a smooth, cooperative system between itself and local governments by providing guidance and advice concerning cultural policy, by disbursing subsidies to cultural facilities and local government projects and by offering various kinds of training and lecture courses to local government staff members. There is a need to further reinforce the organizational channels within the Agency for encouraging culture in local areas in order to adequately respond to the increasing trend toward the active expression and communication of local community cultures and to secure a greater degree of collaboration and cooperation between the central and local governments.
