There has arisen, at both the national and local levels, a greater need than ever not only for stronger collaboration and cooperation among national, prefectural and municipal governments, but also for close collaboration and cooperation between related administrative organs, cultural organizations, international exchange organizations, and so on in order to further the cause of cultural promotion.
