Attempts are presently being made nationwide to create and impart energy to unique local cultures by discovering and nurturing the possibilities that exist in local areas.

It is also honed that local cultural policy will play an increasingly active role within the context of the growing interest in culture that can be found in local areas as well as the development of "grass roots" level international cultural exchange.

Following the establishment of the Agency for Cultural Affairs, progress in the area of administrative organization of cultural policy has been made at the prefectural level as well. While, in 1968, there were only seven divisions dealing with matters of art, culture and cultural properties in prefectural boards of education, by 1977, these types of divisions had been set up in all of the prefectures. There were also some organizations for dealing with cultural policy established in mayor's or governor's offices.
