2 Establishment of the Sports Promotion Fund
The creation of a Sports Promotion Fund for the purpose of further
promoting sports in Japan had long been hoped for not only by those related to
sports, but also those in other sectors. The Ministry, in response to requests
by the private section the wake of the Asian Games held in Autumn of 1990, established
the Fund in the National Stadium and School Health Center of Japan, making a
contribution amounting to 25 billion yen from the supplementary budget for fiscal
1990. The fund was made up of government investment and additional contributions
from the private sector. The fund is used for implementing various programs,
including; (1) assistance of player reinforcement activities; (2) assistance
for national and inter-national activities by sports organizations; (3) assistance
to enable players and leaders to devote themselves exclusively to sports activities;(4)
assistance toward internationally prominent sports activities. With the establishment
of the Sports Promotion Fund, reinforcement of the national system for assisting
the improvement of sports activities has been achieved.
