2 Financial Aid of the Government to Private Educational Institutions
(1) Financial Aid to Private Universities


The Government is providing school corporations, through the Japan Private School Promotion Foundation, with subsidies for their current expenditures for educational and research activities. The amount of the subsidies for fiscal 1991was 255,950 million yen, representing an increase of 3,900 million yen over the previous fiscal year. Among the subsidies, "special subsidies" are intended to promote the expansion of postgraduate education and other characteristic programs which have a high demand in society. The Ministry is making efforts to increase the amount of special subsidies. The allocation of these subsidies is based on their efficient use and this emphasis has improved the method of allocation. Also, the special subsidy system has encouraged private universities to independently improve their conditions for educational and research activities.

In addition, with the aim of promoting scientific research and information processing related education at private institutions, the Government subsidizes the purchase of large-sized equipment for educational and research activities as well as for information processing facilities. The total amount of subsidies in this regard for fiscal 1991 totaled 10,200 million yen.

As a result of this substantial financial assistance to private institutions, significant improvements in educational and research environments have been attained.
