Since 1943, the Japan Scholarship Foundation has provided loan scholarships to outstanding students (including secondary school students) who find difficulty in continuing their learning for financial reasons. The total expenditures of its loan programs amounted to 181,400 million yen in fiscal 1991, with the total number of scholarship loans reaching 452,000.
Besides the Japan Scholarship Foundation, local governments, non-profit corporations and other bodies, numbering more than 3,800 in total, are carrying out student aid programs, and their further expansion is expected.
