2 Promotion of the Reform of Higher Education
(1) Generalization of the Standards for the Establishment of Universities and the Self-evaluation of Institutions of Higher Education


With a view to promoting the reform of higher education, the Ministry set up the University Council in 1987 in accordance with the recommendation of the National Council on Educational Reform, and then requested the University Council to investigate and deliberate on "specific strategies for developing activities in education and research at universities".

In February 1991, the University Council submitted five reports to the Minister, including one concerned with the "Improvement of University Education". In these reports, a variety of measures covering all of higher education were proposed, but the basic concepts of the reform the Council set forth were: (1) that various standards, including the Standards for the Establishment of Universities, which provide for the basic framework of higher education in Japan, should be generalized and simplified; and (2) that a system for self-evaluation should be introduced in higher education.

The Ministry deliberated on these reports and in June 1991 revised relevant standards including the Standards for the Establishment of Universities, and put the revised standards into force in the following month.
