(2) New Development in Non-formal Education and Culture and Sports Activities


A variety of programs are now under way in the public sector with the aim of promoting non-formal education and culture and lifelong sports activities. These programs should be further developed. Also, in recent years, private educational programs have been increasing, primarily in urban areas. It is necessary for government authorities to monitor trends in these private programs and to promote mutual cooperation between public and private programs for the overall development of infrastructures of lifelong learning, while keeping in mind the special role which should be played by public programs.
