(3) Evaluation of Lifelong Learning Achievements


In switching over to a lifelong learning system, it is important to reconsider the idea that formal educational institutions must be at the heart of all education. It is also necessary to evaluate people's lifelong learning achievements. More adequate evaluations of such achievements will not only encourage specific individuals but will also promote the value of such achievements in people's social and occupational lives. With this in view, the Ministry has since made efforts to develop the evaluation and utilization of learning achievements by implementing, for example, the program of examination and certification of knowledge and skills in 13 subjects including practical English.
