The Ministry promotes scientific cooperation with developing countries, in accordance with the report of the Science Council entitled "Promotion of Scientific Exchange with Developing Countries" submitted to the Minister in 1977. Accordingly, the Ministry launched cooperative programs in 1978, mainly for ASEAN members, which include exchange under the Core University System and assistance for foreign students who are Ph.D. candidates at Japanese universities. These programs are effective in both enhancing the research level and training of researchers in those counterpart nations.
