PREFACE

Scientific research is aimed at the search for truth, compassing a wide range of creative and intellectual activities. The fruits of scientific research form the foundation for the development of human society as the common intellectual property of humankind.

Today. Japan stands on a par as a whole with western countries in terms or the level of scientific research. It may be said that Japanese researchers have steadily worked to raise their level in this regard.

However. circumstances surrounding Japanese researchers have increased in severity especially in recent years. They often face difficulties in conducting their research.

In order to further romote creative research in Japan and consequently contribute to the intellectual wealth of humankind, the Japanese government should positively endeavor to further improve and enrich the basis of scientific research through various ways and means including the better provision of research funds.

In this report entitled "Jaranese Government Policies in Education, Science and Culture 1991", Part I deals especiallv with the "Promotion of Scientific Research", outlining the current issues and future perspectives of science policies, the improvement of the basis of scientific research, the trends of scientific research in specific research fields, and so on.

Part 2 introduces the government policies and measures regarding educational reform as well as the major current policies of the Ministry of Education, Science and Culture in the areas of education, science and culture.
